Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The Engagement Coordinator supports the Water Boards’ efforts to preserve, enhance, and restore the quality of California's water resources and drinking water for the protection of the environment, public health, and all beneficial uses by supporting engagement and outreach, particularly to environmental justice communities and disadvantaged communities. This position supports a variety of public participation efforts related to the Safe and Affordable Funding for Equity and Resilience (SAFER) Program, which will improve climate change adaptation and resiliency of disadvantaged communities by helping public water systems provide an adequate and affordable supply of safe drinking water, and other Water Boards initiatives such as small water system consolidation, sustainable groundwater management, vapor intrusion, emergency drinking water, site clean-up, and more.

Duties:

  • Oversee the strategic planning, coordination, and execution of a comprehensive program website redesign.
  • Develop and coordinate outreach materials, strategies, and presentations.
  • Facilitate community meetings and coordinate language services for written and oral communication.
  • Draft project summaries, reports, and correspondence for various Water Board documents and stakeholders.
  • Monitor, track, and analyze key program metrics.
  • Improve public participation materials based on staff and stakeholder feedback and maintain a public participation database.
  • Lead public engagement efforts, assess language needs, and create accessible outreach materials for diverse communities.
  • Coordinate with environmental justice organizations, respond to public inquiries, and represent the Water Boards at events and interagency meetings, and more.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Proficiency in website design and web development tools.
  2. Bilingual in English and Spanish. Professionally trained bilingual interpreter with Spanish/English interpretation and translation certification preferred.
  3. Effective problem-solving skills.
  4. Excellent written and public speaking/presenting skills.
  5. Strong project management and organizational skills.
  6. Ability to manage projects both collaboratively and independently.
  7. Capacity to become a strong facilitator and negotiator.
  8. Experience working with disadvantaged communities and on environmental justice issues.
  9. Understanding of environmental and/or water policy and laws.

Benefits

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment. and

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using 12-point Arial font , and normal margins.

Indicate your total years of experience when answering the following statements/questions:

  1. Describe your experience editing and managing website content and developing communications materials for diverse audiences.
  2. Share an example of a project where you developed and implemented outreach materials or strategies for a program focused on environmental justice or engagement in disadvantaged communities. 
  3. Provide an example of a time when you worked with multiple stakeholders, including environmental justice organizations, non-governmental organizations, or community leaders, to address language access needs.
