Under the general direction of the Staff Services Manager I (SSM I) of the Training, eLearning, and Development (TED) Unit, the Associate Governmental Program Analyst (AGPA) performs the more responsible, varied, and complex technical and analytical staff services assignments related to assessing, planning, developing, researching, writing, testing, implementing, evaluating, updating, delivering, and presenting training courses and materials for the California Department of Tax and Fee Administration (CDTFA) and the Board of Equalization (BOE). The incumbent works with CDTFA leaders and team members to assess training needs and determine methods to meet and exceed those needs. The AGPA serves as an instructional designer and trainer and provides consultative services in the coordination of CDTFA's internal and external training programs. The AGPA also coordinates, oversees, and assists with team member development programs such as the New Employee Orientation and Annual Leadership Conference.


Travel may be required at a minimum of 20% of the time.

Working Conditions

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Familiarity with CalHR's Core and Leadership Competency Model.
  • Familiarity with instructional design methods (e.g., ADDIE or SAM).
  • Familiarity with in-person and online professional learning facilitation.
