Procurement Manager – DSA School Projects (Los Angeles County)
Location: Los Angeles County, CA

We are seeking a Senior Procurement, Contracts, and Risk Management Professional to lead procurement operations for K-14 and public works construction programs   in Los Angeles County. With 20+ years of experience in end-to-end construction contract management, the Procurement Manager should bring a deep command in developing, drafting, negotiating, and managing  contracts from procurement through closeout and delivery.
This position ensures an efficient, cost-effective, and compliant supply chain while fostering high-quality learning environments through excellence in procurement and vendor management. The role is highly collaborative, working across multidisciplinary teams— owners, design, construction, legal, finance, and project/document controls—to deliver high-impact contracts and outcomes.
Key Responsibilities
  • Lead procurement activities and ensure alignment with program strategies.
  • Support and implement program -wide initiatives across procurement, estimating, project management, and field teams.
  • Facilitate inter-division purchasing to drive cost savings and standardization.
  • Oversee the development and review of procurement packages with  and project teams.
  • Review and approve Lump Sum Purchase Orders and ensure compliance with contractual terms and corporate policies.
  • Provide market insights including pricing trends, product innovations, and availability.
  • Conduct  training on procurement procedures and ensure policy adherence.
  • Represent the procurement function in leadership and external meetings, including with DSA and other agencies.
  • Build and manage vendor relationships, overseeing performance, pricing, and quality metrics.
  • Manage complex RFP’s, bids, , and logistical requirements; evaluate and award contracts based on quality and strategic value—.
  • Guide stakeholders through specifications development, justifications, and non-competitive procurements.
  • Investigate and resolve procurement disputes, supporting timely and effective corrective action.
  • Monitor procurement performance and compliance with public procurement and DSA standards.
  • Supervise procurement staff, providing mentorship, evaluations, and professional development.
  • Champion process improvement, strategic sourcing, and stakeholder collaboration.
Qualifications
  • Bachelor’s Degree in Business Administration, Supply Chain, Accounting, Finance, or related field (equivalent experience may substitute).
  • 12+ years of construction-related procurement and contract management experience.
  • Minimum 10 years of procurement experience and 5 years in a supervisory or leadership role.
  • Strong expertise in public procurement, DSA requirements, and compliance with California Public Contract Codes.
  • Extensive experience with contracting methods including Design-Build, Hard Bid, Multiple Prime, Lease-Leaseback, and CM at Risk.
  • Proficiency in risk mitigation, cost controls, and navigating regulatory/legal frameworks across education and public sectors.
  • Strong negotiation and vendor evaluation capabilities.
  • Demonstrated success working with multidisciplinary project teams on large-scale capital and data center programs.
  • Excellent written and verbal communication skills, data analysis abilities, and decision-making acumen.
  • Commitment to diversity, equity, and inclusion in procurement processes.
Preferred Qualifications
  • Experience managing procurement for school construction or DSA-regulated projects.
  • Familiarity with California education and public contract codes.
  • Professional certifications (e.g., CPSM, CPPO, PMP).
Compensation and Benefits
The annual salary range offered for this position is $160K-$170K. Actual pay offered will be dependent on the experience and expertise of the incoming candidate.
